The first specification mistake in Australian multi-storey residential is treating SPC thickness as an aesthetic choice rather than an acoustic design input. NCC 2022 Part F7 (renamed from Part F5 in the 2022 edition) sets minimum sound insulation between sole-occupancy units in Class 2, 3 and 9c buildings — airborne Rw + Ctr ≥ 50 and impact Ln,w ≤ 62, assessed per AS/NZS ISO 717.

The critical point: that rating is a property of the whole floor-ceiling assembly — slab, acoustic layer, finish and ceiling together — not the floor covering on its own. SPC with an IXPE acoustic backing contributes to the impact result, and a thicker rigid core with the right backing generally contributes more, but the compliance figure comes from a NATA-accredited test of the actual build-up assessed by the project acoustic engineer.

The mistake that gets locked in at DA stage
Developers and their suppliers often fail to give the acoustic engineer real assembly data until after preliminary ceiling design is locked — so the ceiling is over-specified on the assumption the floor contributes nothing. Engaging the acoustic engineer early, with a tested build-up, lets the ceiling be set to the actual residual gap. NCC 2022 references the updated AS/NZS ISO 717 Part 2 (2024) method, so older test reports may not be accepted for current submissions.

Under ChAFTA, vinyl flooring (HS 3918.10) enters at 0% duty — but only with a valid Certificate of Origin meeting the Rules of Origin. Without it, the goods fall back to the MFN rate (around 5%), and a COO produced after clearance generally cannot recover the duty retrospectively.
