Certificates and reports are held by production partners. Send your construction and project document list so we can match the request to the relevant supply. The entries describe records reviewed, rather than a certification promise for every Ecoflors SKU.

Emissions certificates: scope and current status
The reviewed FloorScore records name SPC, LVT, Loose Lay and RSVP, with a separate PP certificate. The reviewed GREENGUARD Gold records name Dryback, Loose Lay/Freelay and Click product groups.
Use the issuer’s current directory and the matched certificate to establish validity and product coverage at the time of supply. A certificate held for a named range does not establish certification for every Ecoflors product.
Fire, slip and sound: keep the tested build attached
A reviewed SPC reaction-to-fire report records Bfl-s1 under EN 13501-1:2018 for a sample described as 4.0 mm with a 0.3 mm wear layer. This result must not be assigned to a finished 5.0 mm product made from a 4.0 mm board plus 1.0 mm IXPE unless the fire evidence explicitly covers that backing and installation. Match the classification to the documented construction and field of application.
The SPC slip record includes an AS 4586:2013 wet-pendulum test. The acoustic records include ASTM E2179 impact-sound improvement testing for specified SPC and IXPE assemblies. Surface, pad, base slab and any ceiling belong in the submission. A test method or result for one assembly does not establish performance for another.
CE support, VOC evaluations and wall panels
The reviewed PVC records include EN 14041 testing and a verification document. The PP record is a separate certificate of constancy of performance. These are distinct documents; neither should be substituted for the applicable manufacturer’s Declaration of Performance and CE-marking information.
VOC reports for submitted PVC and PP samples include evaluations against named indoor-air criteria. Passing an emissions evaluation is different from holding the corresponding product certification. Floor-test evidence also does not establish a wall-panel classification.
EPD: products, standard and comparison limits
The reviewed Environmental Product Declaration covers named SPC, LVT and PP flooring and represents delivery to customers in Europe. Its references include EN 15804:2012+A2:2019/AC:2021, with EN 16810:2017 for floor-covering product category rules.
An EPD reports environmental impacts within its declared scope. It is not an indoor-air or fire certificate, and it does not by itself establish that a product has lower impacts than another. Match product coverage, declared or functional unit, life-cycle boundaries and the applicable PCR before comparison.
Request the document set for your proposed build. Send the product reference, thickness, wear layer, backing, destination and specification clause. We review the relevant record and scope before it is used for the order. If the issuer’s directory requires non-public holder details, contact Ecoflors to coordinate verification with the document holder.
Four document types.
Different responsibilities.
A recognised name on the cover is a starting point. Read who issued the document, what was assessed and whether it covers the product in your quotation.
Product certification
A scheme certifies a defined product range against its criteria. Check the current listing and the products it covers.
Test report
A laboratory records results for identified samples and test conditions. Read the specimen description and limitations.
Regulatory declaration
A responsible economic operator declares the required information under the applicable regulatory route.
Management system
An organisation or site is audited against a management standard. This does not establish a flooring performance class.
What should the evidence
actually cover?
Use these checks when reviewing a proposed product. Coverage, availability and additional testing need to be established for that build before a document is used in a specification.
CE marking & product declarations
For EU supply, establish the applicable harmonised specification or assessment route, then review the declaration and supporting technical documentation. The transition between construction product rules must be checked for the product concerned.
- Match
- Legal manufacturer, product identifier, declared characteristics, applicable specification and intended use.
- Verify
- Treat a notified body’s role according to the assessment system. A body’s listing alone does not establish product conformity.
Scope detail
Private-label branding can change legal responsibilities. Ask which entity places the product on the market under its name and what supporting technical file it holds.
Emissions certification & chamber reports
FloorScore, GREENGUARD Gold and Indoor Air Comfort Gold are examples of product emissions certification programmes. They have their own criteria and coverage. Read the project’s accepted evidence route.

- Certificate holder, product family, covered builds, current status and programme criteria.
- Verify
- Check a chamber report’s tested product, method, conditions and assessment criteria. Composition information is different evidence.
Scope detail
A building scheme may accept several evidence routes. The project assessor determines whether a submitted document meets the relevant credit or procurement criterion.
Reaction to fire
A fire classification relates to the classified flooring and its stated application conditions. Backing, adhesive, substrate and mounting can matter.

- Product construction and classification report, including stated field of application and supporting tests.
- Verify
- Match the classified configuration to the proposed installation. Read any permitted variations.
Scope detail
The minimum class depends on the location and building requirements. Do not assume that every commercial area requires the same class or that every build shares one result.
Slip & acoustic reports
Choose the evidence by the use area. A slip result needs its method and surface conditions. An acoustic result needs the complete tested assembly and metric.

- Selected surface and dry or wet conditions; for acoustics, floor assembly, backing, ceiling and requested metric.
- Verify
- Check the original laboratory report. Product or pad thickness alone cannot establish the result for a different assembly.
Scope detail
IIC, STC, ΔIIC and ΔLw describe different measurements. Do not convert between them or add component ratings to predict a project’s compliance.
Chemical declarations & product safety
A chemical statement should identify the product and the requirements assessed. REACH information, a targeted substance test and an SDS serve different purposes.
- Match
- Product identity, substances and limits assessed, document date and relevant regulatory scope.
- Verify
- “Phthalate-free” and “SVHC-free” need a defined scope and evidence. An SDS alone does not prove that a finished floor meets every substance restriction.
Scope detail
A declaration for one formulation should not be carried over automatically to a changed core, coating or backing. Ask which material version the document describes.
ISO management certificates
ISO 9001, ISO 14001 and ISO 45001 address different management systems. Review the certified legal entity, site and activities.
- Match
- Certificate number, certification body, current validity, site address and certified scope.
- Verify
- Use the issuing certification body’s verification channel. A factory management certificate does not replace product testing.
Scope detail
Where a tender asks for a management certificate, check whether the requirement concerns the supplier, the manufacturer or a particular production site.
Product specification references you may see in a tender
- ASTM F3261: resilient flooring in modular format with a rigid polymeric core. Check the product structure and specified edition.
- EN 16511:2023+A1:2025: modular mechanical locked floor coverings (MMF), with specifications, requirements and test methods for multilayer modular panels for floating installation. Check whether the proposed construction falls within its scope and which edition the project specifies. It is not a universal certificate for every SPC or LVT product. - EN ISO 10582: heterogeneous PVC floor-covering specifications within the standard’s scope.
- EN ISO 10874: use-area classification. The product’s declared class needs supporting evidence; wear-layer thickness alone does not establish it.
These references identify documents a buyer may request. They do not declare that every Ecoflors product has been tested to each standard. Use the edition accepted by the specification and record the edition actually used in the evidence.
Keep a record against the quoted SKU. Record the document identifier, holder, covered construction, issue date and current status. Add the buyer’s accepted installation and specification requirements to the same record.

Market access rules and project acceptance are separate checks. A project can specify evidence beyond the legal requirements for placing the product on the market.
European Union
Regulation (EU) 2024/3110 generally applies from 8 January 2026, with exceptions and transition arrangements. Harmonised standards cited under Regulation (EU) No 305/2011 and in force on that date remain valid under the older regulation until withdrawn or otherwise repealed, under the regulation’s transitional provisions. Check the route applicable to the product and the cited standard.

Great Britain & Northern Ireland
UK construction-product guidance continues to recognise CE marking in Great Britain. Check the permitted route and applicable requirements for the product. Review Northern Ireland separately.
UK government: construction products in Great Britain (external website)
United States
Check the project’s accepted fire, emissions and acoustic evidence. The TSCA Title VI formaldehyde rule concerns specified composite wood products and goods containing them; assess the construction before claiming applicability.
Australia & New Zealand
Review the country, building use and required evidence separately. Imported-product and shipping documents are distinct from fire, slip and acoustic evidence. Ask the importer and project team which documents their consignment and specification need.

Keep the scope with the result.
Read the complete document, including annexes. A logo, screenshot or supplier summary cannot establish the full scope.
Read the original document
Check the holder or applicant, product identity, issuing body, document number and dates. For a test report, read how the specimen and installation were prepared.
Use the issuer’s verification channel
Use the programme’s official product directory or verification service for the matched certificate. Where verification requires non-public holder details, ask Ecoflors to coordinate the check with the document holder. A trading brand may differ from the certificate holder’s legal name.
Compare it with the quotation
Match the construction, backing and intended installation. A private-label product needs a traceable relationship to the covered product; the trading name alone is insufficient.
Obtain project acceptance
Send the relevant evidence to the responsible designer, assessor or procurement team. Record acceptance and any conditions before treating it as part of the approved specification.
For a declaration or report without a public product listing: verify its origin, issuing authority where applicable, product identity and technical scope. A notified body directory confirms the body’s notified activities, not the conformity of every product naming it.
Questions before you approve
the documentation.
Does every Ecoflors product have the same certifications?
Document coverage is reviewed against the selected product. A certificate for a named range, manufacturing site or construction should not be treated as evidence for every SPC, LVT or wall-panel product. Send the proposed build and required document names for review.
Can I use a report for flooring with a different backing or thickness?
Only where the document’s scope or a valid assessment covers that variation. Review the sample description and permitted changes. If the proposed configuration falls outside that coverage, the report should not be presented as evidence for it.
Is UKCA the only route for flooring supplied to Great Britain?
No. Current UK government construction-product guidance continues to recognise CE marking alongside the available UK route, subject to the relevant requirements. Check the route for the product and destination. Northern Ireland has separate arrangements.
Does ordinary SPC flooring automatically need CARB or TSCA Title VI certification?
The US formaldehyde rule addresses regulated composite wood panels and finished goods containing them. Determine whether the flooring construction contains a regulated composite wood product. A wood-free SPC core should not be described as covered merely because the product is flooring.
What if I cannot find a certificate in a public directory?
Use the issuer’s current verification channel for the matched certificate. A trading brand may differ from the holder’s legal name. If the required holder details are not public, ask Ecoflors to coordinate verification with the document holder. A failed directory search alone is not a final validity decision.
What should I send to request project documents?
Send the product or décor reference, construction, thickness, wear layer, backing, intended installation and destination. Include the specification clause or document list and any deadline. Ecoflors can then review the request against the proposed product and relevant document coverage.

Programme names identify the evidence being discussed. Product coverage and current status must be checked against the proposed supply. The relevant authority and project team determine acceptance under their applicable requirements.
