Importing Vinyl Flooring from China to Australia — The 2026 Guide

ChAFTA — how the Free rate works
Australian tariff subheading 3918.10.00 covers floor coverings of polymers of vinyl chloride. The current general rate shown by the Australian Border Force (ABF) is 5%; qualifying Chinese-origin goods can receive the ChAFTA rate of Free. The importer and customs broker should confirm the full Australian classification, statistical code and preference claim for the actual product before entry.
The ChAFTA preference is not automatic. Eligibility depends on the applicable product-specific rule of origin and acceptable origin documentation. A Certificate of Origin or qualifying Declaration of Origin supports the claim. ABF guidance also provides refund pathways in some cases when duty was paid and valid origin documentation is obtained later, subject to the statutory conditions and time limits.

BMSB season — check the 2026–27 pathway
DAFF applies seasonal BMSB controls to specified sea cargo shipped between 1 September and 30 April inclusive, using the shipped-on-board date on the Ocean Bill of Lading. For 2026–27, China is listed as an emerging-risk country. Goods in Chapters 39, 94 and 95 shipped from China may be selected for random onshore inspection.
That is different from the mandatory-treatment pathway for target high-risk goods manufactured in or shipped from a target-risk country. Chinese vinyl flooring in a standard sealed container is therefore not automatically subject to mandatory offshore BMSB treatment solely because it ships from China. Treatment or additional controls may still apply when the cargo, routing, transhipment, container type or another risk pathway brings the consignment into scope.
What project buyers specify — AS 4586 and NCC
Border clearance and project compliance are separate decisions. A shipment may clear customs while the selected floor still needs project-specific evidence before an architect, certifier or contractor approves it.
AS 4586 — slip-resistance classification
AS 4586 classifies the slip resistance of new pedestrian surface materials. The required method and class depend on the location, contamination risk and project specification; P and R classifications are produced by different test methods and should not be treated as interchangeable. Confirm the required class first, then request a report for the actual décor and surface finish being supplied. Ecoflors will state which matching test documents are available for the selected product.
NCC 2022 Part F7 — sound transmission and insulation
NCC 2022 Part F7 addresses sound transmission and insulation in Class 2, Class 3 and Class 9c buildings. For floors, compliance is assessed for the floor or floor-ceiling construction, not from a generic flooring-product IIC claim. SPC with IXPE backing can form part of a tested build-up, but the architect, acoustic consultant or certifier must confirm the required construction and evidence.

Transit time is carrier-, season-, transhipment- and route-dependent. Request a current schedule from your freight forwarder before confirming production or project dates.
Build the document pack before loading
The invoice, packing list, Bill of Lading instructions and origin documents must describe the same shipment. Confirm the final checklist with the licensed customs broker because customs documents and project-compliance documents serve different purposes.
