LVT & SPC flooring supplier for Ireland: click, glue-down and herringbone.
Six questions Irish buyers settle
before ordering vinyl flooring.
Does vinyl flooring need CE marking in Ireland?
Yes, where EN 14041 is the applicable harmonised standard for the product. The manufacturer prepares the declaration and affixes the CE marking, and Part D expects products covered by a harmonised standard to carry it. The EU framework is moving from CPR 2011 to CPR 2024 family by family, so the route is checked against the standard cited for the product. An importer placing flooring on the market under its own name or trademark may take on manufacturer obligations, so we agree declaration, label and document responsibilities before private-label production.
What does TGD E ask of floors between apartments?
A maximum of 58 dB L’nT,w impact sound for separating floors, shown by pre-completion testing on site. TGD E says impact tests should be carried out without a soft covering such as carpet or foam-backed vinyl, so the separating floor has to pass on its own. A laboratory figure for an underlay supports the design; the acoustic consultant decides how the finish is treated.
Who sets the fire class for the floor?
New apartment blocks and most non-domestic building projects require a Fire Safety Certificate, subject to the proposed works and limited statutory exemptions. The project’s fire safety design sets any required reaction-to-fire class for the flooring. Send us that class with the build: we hold Bfl-s1 classification reports for an SPC 4.0 mm build and a 3.0 mm LVT build, and we tell you whether either covers the SKU you are quoting.
What do we need to import flooring from China?
An EORI number, registered through ROS. Revenue makes the Eircode mandatory in EORI registrations so that declarations are not rejected. HS 3918.10 is the starting reference for PVC floor coverings, and your customs agent confirms the full code and third-country duty in TARIC. Traders registered for VAT and customs can use postponed accounting for import VAT, subject to Revenue’s conditions.
Can one range serve the Republic and Northern Ireland?
On marking, yes: CE marking is accepted in Northern Ireland, and UKCA alone is not. Customs and VAT for goods landed in one jurisdiction and sold into the other are a separate question for your customs agent. If your territory covers both, tell us before cartons, labels and invoices are prepared.
Can herringbone and straight plank share one container?
Yes, when each colour meets its own minimum and the pallet split works in the loading plan. Herringbone runs as SPC click at 5–8 mm (110 × 610 and 150 × 750 mm), click LVT at 4–5 mm (110 × 610 mm) and Dryback LVT at 2.5 and 3 mm (153 × 765 mm). On SPC herringbone, A and B boards are packed in separate cartons and quoted as separate lines. At 8 mm SPC the datasheet estimate is about 1,237 m² per 20 ft GP for 110 × 610 mm and 1,701 m² for 150 × 750 mm, at up to 25,000 kg cargo gross weight. A mixed load is recalculated from the confirmed split and route.
Importing vinyl flooring into Ireland:
who confirms each point.
Three levels sit behind every Irish order. We answer for the product documents. Your customs agent handles the import, and the designer, fire engineer or acoustic consultant sets what the building needs.
Build, thickness, wear layer, reports for fire, slip, stability and emissions, and the EN 14041 basis for the DoP.

Designer, fire engineer, acoustic consultant| Topic | Position in Ireland | What it means for your order | What Ecoflors supplies |
|---|---|---|---|
| CE marking, EN 14041 | Part D: products covered by a harmonised standard need a declaration and CE marking. Harmonised standards in force under CPR 2011 remain valid under CPR 2024 until withdrawn or replaced. | The declaration must match the build you sell. For private-label supply, the importer’s regulatory role and responsibility for the declaration, CE information, product identity and labels are agreed before production. | EN 14041 test reports for the tested build. Send your build and we confirm whether a report covers it. |
| Reaction to fire | New apartment blocks and most non-domestic building projects require a Fire Safety Certificate (Building Control Act 1990), subject to the proposed works and limited statutory exemptions. | The class for each area comes from the fire safety design. Send it before quotation. | Bfl-s1 reports for an SPC 4.0 mm build and a 3.0 mm LVT build, each for the tested construction only. |
| Impact sound | TGD E 2014: separating floors in dwellings max. 58 dB L’nT,w, pre-completion testing, tested without a soft covering. | The structure has to meet the figure. Floor-finish acoustic data supports the design, not the site test. | Laboratory acoustic data for the floor system, where it exists for the build. |
| EORI | Needed to import into the EU; registration through ROS must include the Eircode. | Register before the first shipment so the declaration is not rejected. | Commercial invoice and packing list describing the build. |
| Code and duty | HS 3918.10 as the starting reference; the full code and third-country duty are in TARIC. | Classification depends on material and construction, so it is confirmed per build. | Datasheet with the construction of each build. |
| Import VAT | Postponed accounting may be used for imports from all third countries by traders registered for VAT and customs. | Your accountant confirms eligibility. It changes cash flow, not the VAT due. | FOB Shanghai commercial invoice. |
| Northern Ireland | CE, or CE with UKNI, is accepted; UKCA alone is not. | Customs and VAT for cross-border sales are confirmed by your customs agent. | Carton and label details per route, agreed before printing. |

Reports and certificates, with their scope
For importers and specifiers: each report covers only the build that was tested. Before you order, we check whether a report matches the SKU, thickness, wear layer, surface and producing plant, and we say so if it does not. Report and certificate numbers are sent on request, with their scope. Datasheets and reports are in English.
| Scheme or report | Tested build / scope | Result or validity | Note |
|---|---|---|---|
| EN 14041 type test (Intertek, January 2021) | One PVC floor covering build: multilayer with fibreglass mesh, 2–10 mm total thickness | Reaction to fire Bfl; formaldehyde E1; slip class DS | Covers that build, not every SPC, LVT, ABA or wall panel. |
| Reaction to fire, EN 13501-1 (Intertek, July 2022) | SPC flooring, 4.0 mm total, 0.3 mm wear layer | Bfl-s1 | European classification for the tested build only. Not the 5–8 mm SPC click builds with attached IXPE. |
| Dimensional stability, ISO 23999 (Intertek, August 2022) | SPC 4.0 / 0.3 mm as described in the report, 6 h at 80 °C | 0.00 % average; 0.02 % highest single value | Separate sample from the fire test. Current datasheet value: ≤ 0.12 %. |
| Slip, DIN 51130 (Intertek, August 2022) | SPC surface described in the report | R10 · 12.6° | Tested surface only. R10 is a ramp method, not the pendulum (PTV) test. |
| Indoor Air Comfort Gold, VOC test report (Eurofins) | Tested sample: PVC flooring 8.0 mm (April 2026) | For the tested sample | Test report, not a product certificate. Other thicknesses confirmed by build. |
| GREENGUARD Gold (UL 2818) | Scope set by construction and thickness on the certificate | Until 7 January 2027 | North American voluntary VOC scheme. Checked against SKU, build and plant before quotation. |
| EPD, EN 15804 (SCS Global Services) | SPC, LVT and PP flooring; European market scenario | Until 27 April 2031 | Voluntary; useful where a tender scores environmental data. |
Reports and certificates are issued to the plant that makes the tested build. A report that matches your build supports the project file; on its own it does not show that every Irish requirement is met. Scope details: SPC and LVT certifications.
Six builds for the Irish trade,
quoted in one enquiry.
Thickness, wear layer and carton data sit on each product page and datasheet. Here we compare construction, fixing and the figures that change a range decision.
Rigid mineral-PVC core with a 1.0 mm IXPE underlay attached and counted in the total. For apartments, offices, retail and distributor ranges.
Square-ended boards laid at 90°. Click versions come as A and B boards; Dryback herringbone is glued board by board.
Flexible core with a fibreglass layer and no attached underlay. Thinner and lighter than SPC.
Glued to a prepared, level substrate. No locking profile and no attached underlay.
Heavy flexible tiles and planks held by weight and friction, lifted and replaced one by one. For offices and retail that refit often.
Vinyl layers above and below an SPC core, often sold as hybrid. Values on the datasheet are design values, not test results.
Commercial and heavy-traffic floors: 0.55 mm wear layers run on 6–8 mm SPC and 2.5–3 mm Dryback; 0.70 mm on 7–8 mm SPC and 3 mm Dryback. Our SPC and click LVT datasheets declare no utilisation class; on Dryback the class is confirmed for the exact SKU. If your tender names a class, send it with the build. Underfloor heating: tell us the heating type; the installation instruction for the SKU sets the surface temperature and underlay conditions. See the underfloor heating guide.
