What duty applies, and does ACFTA lower it?
HS 3918.10 is a starting reference for PVC floor coverings. SPC wall panels require a separate classification check based on their construction and presentation. The full Malaysian tariff code, its general rate and the preferential rates under ACFTA and RCEP are listed in the Royal Malaysian Customs Department’s ezHS search. A preferential rate needs goods that meet the origin rules and a valid certificate of origin, Form E for ACFTA. If you plan to claim one, say so in the enquiry and we check whether the certificate can be issued for that shipment.
How is sales tax charged on imported flooring?
Imported flooring is assessed under the current sales-tax rate and exemption orders. Your customs agent confirms the treatment for the full tariff code and the applicable taxable value before shipment. The taxable value generally includes the customs value plus applicable import duty and excise duty; it is not the FOB invoice amount alone.
Does vinyl flooring need CIDB or SIRIM certification?
CIDB certification requirements apply to construction products listed in the current Fourth Schedule of Act 520. Before shipment, have the importer check the exact product description, applicable standard and any transition arrangements with CIDB. Check SPC wall panels separately from flooring. If a tender requires SIRIM QAS certification or another Malaysian mark, name it before quotation.
Can SPC go over existing floor tiles without hacking?
A floating SPC click floor is often laid over existing ceramic tiles instead of hacking them out, provided the tiles are firmly bonded, flat and dry. Hollow or loose tiles are fixed first, and deep grout lines or level steps are filled. The new floor raises the level, so check doors, skirting and the step into wet areas, and follow the SKU installation instructions. Condo work also follows the building management’s renovation rules.
Does SPC suit Malaysia’s heat and humidity?
The SPC core is a rigid mineral and PVC composite, with no wood-fibre board like laminate. On site, slab moisture matters most, especially in new buildings and ground-floor units: measure it and acclimatise the flooring as the SKU instructions set out. We do not claim a termite-resistance rating or a water-absorption result for an offered SKU without matching test evidence.
What fire rating do SPC wall panels need?
Fire requirements for wall and ceiling finishes depend on the building by-laws applicable in the project’s state and the approved fire submission. The submitting architect or engineer confirms the required classification and evidence with the relevant authority and Bomba. Our EN 13501-1 report covers a tested SPC floor construction; it does not establish fire performance for SPC wall panels.

For importers, contractors and developers: each report covers only the build that was tested. Before an order we check whether a report matches the SKU, thickness, wear layer, surface and plant, and tell you if it does not cover your build. Six flooring options in one enquiry. In Malaysia, “vinyl flooring” or “lantai vinyl” can mean any of these, and two “SPC” quotes can differ in core, thickness and attached underlay. Ask every supplier to quote the same construction. Thickness, packing and class are set per SKU on the product page and datasheet.
Plank with a rigid core of mineral material and PVC, a décor film and a wear layer. The main range for condo and landed-home renovation, offices and shoplots, often laid over existing tiles.
SPC core in a tile format with stone, marble or terrazzo designs, for lobbies, showrooms, offices and shops that want a tile look without new ceramic.
Flexible vinyl core with a fibreglass layer and a click joint on four edges, laid floating. Bare back, no attached underlay.
Thin flexible vinyl glued to a level substrate. For hotels, retail and offices with heavy traffic or rolling loads, and for herringbone.
Heavy flexible vinyl laid without a click joint, so planks can be lifted and replaced. Whether a tackifier or pressure-sensitive adhesive is needed depends on the product, area, traffic and installation requirements.

On site: a floating floor needs a flat, dry, firm substrate, whether bare screed or bonded tiles; glue-down needs a level surface fit for the adhesive. Acclimatisation, moisture limits and expansion gaps follow the SKU installation instructions and the project specification. A rigid core does not correct an uneven slab or loose tiles.
