Why the CE DoP Holder Name Matters for NL Tenders
This is the compliance issue that most Dutch flooring distributors sourcing from China encounter in practice. A CE Declaration of Performance issued by a Chinese factory — naming the factory as the manufacturer — is a legally valid CE document. However, it is increasingly rejected by major Dutch Woningcorporaties procurement frameworks.

Under CPR Article 11, when a Dutch distributor imports flooring from China and sells it under their own brand in the Netherlands, they become legally responsible as the “manufacturer” under EU law. Consequently, the CE DoP should name the Dutch distributor, not the factory. Furthermore, in the event of a product failure, it is the Dutch distributor who is held accountable — the factory DoP provides no legal cover for the NL party.

SPC flooring at 6mm–7mm weighs 9–11 kg/m². A 20ft container holds approximately 2,100–2,400 m² within Rotterdam’s 28-tonne gross weight limit for road transport. A 40ft container loaded with 7mm SPC would hit the weight limit at approximately 2,090 m² — leaving over half the container empty. What fire rating does flooring need under Dutch Bouwbesluit?
Dutch Bbl requires Bfl-s1 (EN 13501-1) for flooring in corridors, stairwells, and common areas of residential and commercial buildings.
