UKCA & CE Marking for Vinyl Flooring: A UK Importer’s Guide to EN 14041

If you import SPC or LVT flooring into the UK, the marking question changed in 2024 — and most online guidance is still out of date. Here is what UKCA and CE marking actually require for vinyl flooring now, what the EN 14041 Declaration of Performance must declare, and why the name on that document decides whether you can win a tender.

Short answer For SPC and LVT in Great Britain, a CE EN 14041 Declaration of Performance is sufficient — since September 2024 the UK government recognises CE marking for construction products indefinitely, so UKCA is valid but no longer mandatory. Northern Ireland requires CE. The catch isn’t the mark — it’s that the DoP must name your company, not the Chinese factory, to be a valid tender document.

What changed — and why old guides are wrong

The UKCA “deadline” was scrapped. CE now works in Great Britain.

For years the story was that UKCA marking would replace CE in Great Britain on a fixed deadline, and importers rushed to convert. That deadline was repeatedly delayed and then, for construction products, revoked entirely. Following the independent Morrell-Day review — which found the UK did not have enough conformity-assessment capacity to replace CE on its own — the government confirmed that CE marking will continue to be recognised in Great Britain indefinitely for construction products, including resilient flooring.

CE (EN 14041 DoP) is accepted in Great Britain with no end date. Any future change carries a minimum two-year transition. Northern Ireland continues to require CE.
Practical takeaway: the CE EN 14041 Declaration of Performance you already use for EU customers now covers Great Britain too. You do not need a separate UKCA route to sell SPC or LVT in England, Scotland or Wales. Official gov.uk pages have been slow to update, so keep a dated screenshot of the current guidance with your compliance file.
What CE marking actually is for flooring

The Declaration of Performance is the legal document — the mark is just its symbol

People say “CE marked,” but the legal artefact is the Declaration of Performance (DoP) issued under the harmonised standard EN 14041 (resilient, textile and laminate floor coverings) within the Construction Products Regulation. The CE symbol on the packaging is simply the physical expression of that DoP. A product showing a CE logo without a corresponding DoP is not CE-marked in the legal sense — and is not a valid tender document.

The DoP states the product’s declared performance against a fixed list of essential characteristics. For vinyl flooring the conformity-assessment route (AVCP) is System 3 for reaction to fire — a notified testing laboratory tests a sample and issues the report — and System 4 for the remaining characteristics, which the manufacturer declares. The fire result is therefore third-party tested, which is exactly what UK building control increasingly expects.

Why this matters to you as the importer: the DoP is what an architect, quantity surveyor or building-control officer reads. It has to be technically correct and carry the right company name (covered below). Everything else — brochures, “CE” stickers — is secondary.

The essential characteristics on an EN 14041 DoP

These are the performance lines a compliant EN 14041 Declaration of Performance carries for SPC and LVT. Some are mandatory; others are declared “where relevant” (for example thermal conductivity matters for underfloor heating). Confirm the exact declared classes and values against your own product’s DoP and technical datasheet.

EN 14041:2018, under CPR (Regulation 305/2011 as retained in GB law). Declared classes and values are product-specific — always read them off the actual DoP, not a generic table.

The mistake that loses tenders

The DoP must carry your company name — not the factory’s

This is where importers get caught. Under the CPR, the economic operator who places the product on the market is responsible for the DoP. For a UK distributor importing under its own brand, that means the DoP should be issued in your company’s name, not the Chinese manufacturer’s. A DoP naming an overseas factory is often rejected as a tender or building-control document on UK public-sector, housing-association, and main-contractor projects — the same way it is in the Netherlands and Germany.

Before you tender: open the DoP and check three things — (1) the standard says EN 14041, (2) reaction to fire shows the class you need (e.g. Bfl-s1), and (3) the name at the top is the entity submitting the bid. If any of the three is wrong, fix it before the project, not during a building-control inspection.

UKCA & CE marking — questions vinyl importers ask

Is UKCA marking mandatory for vinyl flooring in the UK?
No. In September 2024 the UK government revoked the deadline that would have made UKCA mandatory for construction products, and confirmed that CE marking is recognised in Great Britain indefinitely. A CE EN 14041 Declaration of Performance is sufficient to place SPC or LVT flooring on the market in England, Scotland and Wales. UKCA remains valid but is optional. Northern Ireland continues to require CE.
What is the difference between the CE mark and the Declaration of Performance?
The Declaration of Performance (DoP) is the legal document issued under EN 14041; the CE mark is its physical symbol on the packaging or paperwork. A product showing a CE logo without a corresponding DoP is not legally CE-marked and is not a valid tender or building-control document. Always ask for the DoP, not just a CE logo.
What does an EN 14041 DoP have to declare for SPC or LVT?
The essential characteristics: reaction to fire (EN 13501-1, e.g. Bfl-s1), formaldehyde emission (EN 717-1, class E1), pentachlorophenol content, water-tightness (EN 13553), slip resistance (EN 13893, class DS), and — where relevant — thermal conductivity for underfloor heating (EN 12667) and electrical/antistatic behaviour (EN 1815). Reaction to fire is third-party tested under AVCP System 3; the rest are declared by the manufacturer.
Why must the DoP be in my company name and not the factory’s?
Under the Construction Products Regulation, the economic operator who places the product on the market is responsible for the DoP. Do I need separate testing for CE and UKCA?
For flooring, both routes rely on the same European test standards (EN 13501-1, EN 717-1, EN 13893 and so on), so the same test data supports a CE DoP and a UKCA declaration. Since CE is accepted in Great Britain indefinitely, most importers simply use the CE EN 14041 DoP and keep UKCA as an optional extra if a specific buyer requests it.
Does Northern Ireland follow the same rules as Great Britain?
No. Northern Ireland follows EU rules and requires CE marking; UKCA alone is not valid there. Where a UK-recognised conformity assessment body carried out the assessment, the UKNI mark accompanies the CE mark. In practice a CE EN 14041 DoP covers Great Britain, Northern Ireland and the EU from one document.
