Slip Resistance for Commercial LVT in the UK: PTV, R-Ratings & BS 7976
Slip resistance is where UK flooring specification quietly diverges from the rest of the world — and where a building owner’s liability sits. UK practice runs on the Pendulum Test Value (PTV), not the R-rating most factories quote, and the slip line on a CE Declaration of Performance is not the number that protects you. Here is how it actually works.
Short answer
In the UK, slip resistance is judged by the Pendulum Test Value (PTV) under BS 7976 — the method the HSE and the courts use. A wet PTV of 36 or above is the benchmark for low slip risk. The German R-rating (DIN 51130) is a secondary indicator, and the “DS” slip class on a CE DoP is not the same as a wet PTV — for wet areas you need a slip-rated finish with a wet PTV of 36+.

The metric that matters in the UK
Why the UK runs on PTV, not the R-rating
Most flooring factories quote a German R-rating (R9–R13). It is useful shorthand, but it is not the measure UK health-and-safety practice uses. The UK runs on the Pendulum Test Value (PTV), measured with a swinging arm and rubber slider under BS 7976 (now also covered by BS EN 16165). The pendulum is the HSE’s preferred method, it can be performed on the floor in your actual building, and crucially it is the test run after a slip accident to decide whether a floor was safe.
The reason for the preference is precision. An R-rating comes from a ramp test using oil contamination and an operator in safety footwear — conditions that suit industrial and food-processing floors, but not a person in ordinary shoes on a water-wet shop or corridor floor. The correlation is loose: an R10 floor can span a PTV anywhere from roughly 18 to 34 — the difference between a high slip risk and a moderate one. That range is why UK specifiers and the HSE ask for a PTV, not just an R number.
The one number to specify: for any UK floor that may get wet, ask for the wet PTV. A wet PTV of 36+ is the recognised low-risk benchmark; an R-rating alone does not tell you whether the floor clears it.

What a Pendulum Test Value means
The PTV is the dynamic coefficient of friction multiplied by 100 (a 0.36 CoF reads as 36 PTV). The HSE and UK Slip Resistance Group classify the wet result into three risk bands:

R-rating — R9 to R13
DIN 51130 · German ramp test
A ramp test with an operator in safety footwear and oil contamination. Useful for industrial and food-processing floors with viscous contamination, but not recognised by UK HSE guidance for ordinary pedestrian areas. A single R-band covers a wide PTV range, so it is a weaker indicator on its own.
Both are valid — they simply answer different questions. For a commercial kitchen a competent specifier will ask for both (for example R11 plus a wet PTV of 36+). For an office, retail unit, corridor or healthcare space — the bulk of UK projects — the wet PTV is the figure that matters, and the R-rating is supporting information.
A practical caution: advertised R-ratings are sometimes inflated, and an R-rating cannot be re-checked on your installed floor the way a pendulum test can. If a project carries real slip liability, get a wet PTV — ideally a pendulum test on the actual installed finish.
The trap on the CE Declaration of Performance
Why the “DS” slip class on a CE DoP is not enough
The slip line on a CE EN 14041 Declaration of Performance is declared under EN 13893 as a class — most commonly DS, meaning a dynamic coefficient of friction of at least 0.30. It is easy to assume that ticks the slip box. It does not. The EN 13893 DS class is the CE minimum and is measured in dry-ish conditions; it is not equivalent to a wet PTV of 36, and it is not the evidence a UK building owner needs to defend a wet-area slip claim.
So treat the two separately: the DS class on the DoP satisfies the CE marking requirement (see our UKCA & CE marking guide), while a wet PTV is what you specify and document for UK slip safety and liability. A floor can legitimately carry DS on its DoP and still need a separate wet PTV figure before it goes into a wet or potentially-wet area.
The liability point: under the Health & Safety at Work Act 1974 the building owner and facilities manager carry the duty of care. After a slip, the floor is pendulum-tested. “The DoP says DS” is not a defence; a documented wet PTV of 36+ for that area is. Specify and keep the PTV, not just the DoP class.

How to specify SPC & LVT slip resistance by area
SPC and LVT slip performance depends on the surface finish and embossing, not the core — so the right approach is to match the finish to the area’s wet exposure, and document the figure that area needs.
Dry offices, retail, residential
Standard commercial finishes are generally fine. An R10 finish is typical; a wet PTV is good to have on file but the area stays dry in normal use.
Corridors & entrances
Entrances get wet from foot traffic in rain. Specify a finish with a documented wet PTV 36+; pair with matting at thresholds.
Healthcare, washrooms, kitchens
Wet and potentially contaminated. Specify a slip-rated textured finish — typically R11+ and a wet PTV 36+; kitchens often want both figures.
Any area carrying slip liability
Get a pendulum test on the installed finish. It is the only figure that is checked the same way after an incident.

Has BS 7976 been replaced by BS EN 16165?
BS EN 16165 (Annex C covers the pendulum) was introduced and superseded BS 7976-2 from 2022, but the pendulum method and the PTV continue in UK practice, and HSE guidance still references the pendulum. In practice you can specify a wet PTV under BS 7976 / BS EN 16165 — the result and the 36+ benchmark are unchanged. Note that the different methods within EN 16165 are not directly comparable to each other.
