Bfl-s1 Fire Rating Explained: Reaction-to-Fire for UK Commercial Flooring
Bfl-s1 is the fire classification UK specifiers ask for on commercial and multi-storey residential floors — but it is widely misunderstood, and the regulations control floors differently from walls and ceilings. Here is exactly what Bfl-s1 means under EN 13501-1, how it is tested, where UK Approved Document B actually controls floor finishes, and why a third-party certificate matters more than a claim.
What “Bfl-s1” actually means
An EN 13501-1 flooring classification has two parts: a main class for how much the floor contributes to fire, and a smoke class. The “fl” suffix tells you it is a flooring class (walls and ceilings use the plain A–F scale). So Bfl-s1 reads as:

The two tests behind a Bfl-s1 result
A flooring class is not a marketing label — it is earned through two standardised tests, and a notified testing laboratory issues the report (reaction to fire for floor coverings is assessed under AVCP System 3, the third-party route).
1. The radiant panel test — EN ISO 9239-1
The flooring sample is laid horizontally under an inclined gas-fired radiant panel and ignited at the hot end. The test measures the critical heat flux (CHF) — the radiant heat level at which the flame stops advancing. A higher CHF means the floor resists flame spread better. Bfl requires CHF ≥ 8.0 kW/m²; Cfl needs only ≥ 4.5; Dfl only ≥ 3.0. The same test records smoke obscuration, and an s1 result requires the smoke integral to stay at or below 750 %·min.
2. The small-flame test — EN ISO 11925-2
A small flame is applied to the edge of the sample for a set time; to support a Bfl result, vertical flame spread must stay at or below 150 mm within 20 seconds. Passing both tests is what produces a Bfl-s1 classification under EN 13501-1.
Where Bfl-s1 sits among the flooring classes
EN 13501-1 uses a separate scale for floor coverings (the “fl” classes). From best to worst:

All “fl” classes can carry an s1 or s2 smoke sub-class. Bfl requires passing both EN ISO 9239-1 (CHF) and EN ISO 11925-2 (small flame). Confirm the declared class and smoke sub-class on the product’s Declaration of Performance.
What UK Approved Document B actually requires for floors
Here is the honest position, because it is widely overstated online. UK Approved Document B’s reaction-to-fire guidance is built mainly around wall and ceiling linings — the surfaces that drive early fire spread. Floor finishes are controlled less tightly. In general accommodation and rooms, a floor covering is not usually controlled for surface spread of flame at all.
Where flooring is controlled, it is in the places that matter for escape: protected stairways, escape routes and circulation corridors, where a minimum floor classification is expected — commonly Cfl-s1. A Bfl-s1 floor exceeds that typical minimum, which is precisely why specifiers default to it: one specification comfortably covers escape routes and general areas without having to track different classes room by room.
So the accurate way to put it is: Bfl-s1 is not a blanket legal requirement on every commercial floor, but it is the safe benchmark that satisfies escape-route requirements and gives building control no reason to query the floor. Claiming it is “legally mandatory everywhere” is the kind of overstatement that experienced specifiers notice.
Post-Grenfell: the certificate now matters as much as the class
After Grenfell, the Hackitt review and the Building Safety Act changed how fire performance is evidenced — particularly for higher-risk buildings (broadly those above 18 m, with additional scrutiny above 11 m). The shift is from self-declared performance to third-party-tested, documented performance. Building control officers and principal designers increasingly want to see the actual EN 13501-1 classification report and the certificate number recorded in the building’s fire-safety information — not a line in a brochure.
