AS ISO 9239.1 — Fire & Critical Radiant Flux for Flooring in Australia

Fire performance is the compliance layer Australian importers most often misread — usually by quoting a European fire class and assuming it transfers. It does not. Australia rates floor fire performance by critical radiant flux under AS ISO 9239.1, and the minimum depends on whether the building has sprinklers. This guide explains the test, the NCC thresholds, and how to specify SPC and LVT without tripping over the wrong standard.

Short answer Australia measures floor fire performance as critical radiant flux (CRF, kW/m²) under AS ISO 9239.1 — higher is better. NCC 2022 Specification 7 sets the minimum, and it is tiered: a sprinkler-protected building commonly accepts a lower CRF (around 1.2 kW/m² for many floor coverings), while non-sprinklered and fire-isolated areas need more, plus a smoke limit. A European Bfl-s1 class is a different system and is not the Australian compliance value.

The most common fire-compliance mistake

A European fire class is not an Australian one

Many vinyl flooring datasheets prepared for export carry a European reaction-to-fire class — typically Bfl-s1, from EN 13501-1. It is a legitimate classification, but it is the wrong one for an Australian project: Australia does not use the European Euroclass system for floors. It uses critical radiant flux measured under AS ISO 9239.1, and an Australian building certifier will ask for a CRF figure, not a Bfl-s1 class. Quoting the European class and assuming it satisfies the NCC is one of the most common reasons a specification stalls at approval.

The two are not convertible — there is no fixed lookup from Bfl-s1 to a CRF value, because they are measured by different test methods. For an Australian project, the flooring needs AS ISO 9239.1 data. The good news is that the test and the thresholds are clear once you separate them from the European framework.

What AS ISO 9239.1 measures

The floor radiant panel test

AS ISO 9239.1 is the floor radiant panel test. A horizontal flooring sample is exposed to a gas-fired radiant panel that creates a gradient of heat across its surface; a flame is applied at the hot end, and the test measures how far the flame spreads before it self-extinguishes. From this the test produces two numbers the NCC cares about:

Critical Radiant Flux
CRF (kW/m²)
The heat flux at the point where the flame extinguishes — the critical heat flux at extinguishment (CHF). The further the flame fails to spread, the higher the CRF. Higher is better; the NCC sets a minimum.
Smoke development rate
≤ 750 %·min
The rate of smoke production during the same test. For buildings without a compliant sprinkler system, the NCC limits this to 750 percent-minutes — an additional requirement on top of the CRF minimum.

Because both numbers come from the same test, a single AS ISO 9239.1 report covers both the CRF and the smoke result a certifier needs.

The NCC requirement

Specification 7 — and why sprinklers change the number

In NCC 2022 the fire-hazard-properties provisions for floors sit in Specification 7 (the clause numbered C1.10 / C1.10a in NCC 2019). It requires a floor lining or covering to have a CRF not less than the value in Table S7C3 — and that value is tiered by building class, location, and crucially whether the building has a compliant sprinkler system:

Values are indicative of how the tiering works, not a substitute for Table S7C3 — read the current table for the exact figure for your building class, location and sprinkler status. As an industry rule of thumb, a covering with CRF above about 4.5 kW/m² and smoke below 750 %·min satisfies Class 2–9 in most situations with or without sprinklers; but the governing value is always the one in the table for your scenario. Class 9c (aged care) without a sprinkler has no CRF requirement in the table.

The practical takeaway: you cannot specify flooring fire compliance without knowing the building’s sprinkler status and class. The same vinyl floor may be compliant in a sprinklered apartment but need a higher-CRF product (or a sprinkler concession) in a non-sprinklered building. Establish the sprinkler status first, then match the CRF requirement.

As with slip resistance, the fire performance of a vinyl floor is a property of the specific product and its construction, confirmed by a test report — not a blanket claim about “SPC”. The achievable CRF depends on the product, so a credible fire specification ties the requirement to the building scenario and the evidence.

The right way to specify

Confirm the building’s sprinkler status and class first, read the CRF minimum from Specification 7 Table S7C3, then request AS ISO 9239.1 data for the proposed product. A defensible specification reads, for example: “rigid-core SPC, CRF to meet NCC Specification 7 Table S7C3 for the building class and sprinkler status, with AS ISO 9239.1 test report and smoke development rate ≤ 750 %·min where the building is non-sprinklered.”

Critical radiant flux and flooring — questions specifiers ask

What is critical radiant flux (CRF) for flooring?
Critical radiant flux is the critical heat flux at extinguishment (CHF, in kW/m²) measured under AS ISO 9239.1, the floor radiant panel test. A flooring sample is exposed to a radiant heat gradient and ignited; the CRF is the heat flux at the point where the flame stops spreading and extinguishes. A higher CRF means the floor resists flame spread better, so the NCC sets a minimum value — higher is better.

In a non-sprinklered building the floor carries more of the fire-safety burden, so a higher CRF is required and a smoke development limit applies. This is why establishing the building’s sprinkler status is the first step in specifying fire-compliant flooring.
What is the smoke development rate requirement?
For buildings not protected by a compliant sprinkler system, the NCC requires the floor covering’s smoke development rate to be no more than 750 percent-minutes, measured in the same AS ISO 9239.1 test that produces the CRF. In sprinklered buildings this smoke limit generally does not apply in the same way. Because both figures come from one test, a single AS ISO 9239.1 report provides the CRF and the smoke result a certifier needs.
