AS 4586 Slip Resistance — Specifying Flooring for Australia

In Australia, slip resistance is a work-health-and-safety sign-off, not a marketing line. AS 4586 is the standard your architect, certifier and WHS officer will ask about — and a vinyl floor specified without the right slip class is a floor that can be rejected at specification or flagged after an incident. This guide explains the P and R ratings, where each is needed, and how to specify SPC and LVT correctly.

Short answer AS 4586 classifies new flooring by slip resistance using two tests that matter for specification: the wet pendulum (classes P0–P5) and the oil-wet ramp (R9–R13). General internal areas typically need P3, wet areas P4, and high-risk wet areas/ramps P5. The class is set by the area and the project — so confirm the requirement with your architect, and ask the supplier for third-party test data rather than a marketing claim.

Why slip resistance is a specification gate

Slip is a WHS sign-off, not a sales claim

Unlike emissions or fire, slip resistance in Australia is tied directly to work health and safety duty of care. A SafeWork inspector can test an installed floor on the spot, and a surface that under-performs can attract an improvement notice and a costly re-do — quite apart from the liability if someone is injured. That is why Australian architects and certifiers treat the AS 4586 class as a gate: a flooring product that cannot show the right slip data for its intended area may not make it past specification.

For an importer or distributor, this means slip data is not optional paperwork — it is part of winning and keeping commercial and project orders. The good news is that the framework is clear once you understand the two ratings and where each applies.

The two tests that matter

P ratings and R ratings — and why they are not interchangeable

AS 4586 contains four test methods, but the National Construction Code’s Deemed-to-Satisfy provisions use two of them. They measure different things and cannot be directly converted into one another:

A spring-loaded rubber slider strikes a water-flooded surface, simulating a heel strike. The result is a Slip Resistance Value (BPN), classified P0 (lowest) to P5 (highest). Can be done in-situ or in a laboratory — the most widely used test in Australia.

R9 – R13
A person walks an inclining ramp coated in oil until slipping; the limiting angle gives an R9 (lowest) to R13 (highest) class. Laboratory only, for oily/greasy environments. Commercial kitchens commonly call for R12.

There is also a wet-barefoot ramp test (classes A/B/C) for areas used barefoot — pool surrounds, change rooms. For most flooring specifications, the wet pendulum P rating is the figure you will be asked for, with an R rating added where oil or grease is present.

One important distinction: AS 4586 classifies new materials at the specification stage. Once a floor is installed and in service, on-site slip testing is done under a separate standard, AS 4663. So a P-class quoted on a new product (AS 4586) and an in-service result on a worn floor (AS 4663) are measured under different standards — wear, cleaning regime and contamination all change real-world performance over time.

What each P class means — and where it is needed

The P classification comes from the Slip Resistance Value (British Pendulum Number). Higher is better. As a guide to application (per HB 198:2014, which is guidance, not a mandatory code):

BPN bands are indicative per published AS 4586 guidance and may be refined by the testing laboratory. The required class for a given area is set by the project and HB 198 guidance — always confirm with the architect or certifier. Note the 2013 edition of AS 4586 changed the rubber slider to better represent a worn heel, making high ratings harder to achieve than under the older (pre-2013, V–Z) classification — so a current P-class is a stricter measure than an old one.

What is actually mandatory

Where the NCC requires slip resistance — and where it does not

This is widely misunderstood. The NCC’s mandatory slip-resistance requirements are limited — they apply to stairway treads, nosings, landings and ramps, where the fall risk is highest. For these, the Deemed-to-Satisfy provisions set classes such as:

For most general floor areas — the body of an apartment, office or shop — the NCC does not set a mandatory slip class. Instead, the obligation comes from WHS duty of care and is guided by HB 198:2014 Table 3B. In practice this means the project architect or certifier specifies a class (commonly P3 internally, P4 in wet areas), and the flooring must demonstrate it. So “the NCC doesn’t mandate it” is not a reason to skip slip data — the duty of care still applies, and the specifier will still ask.

How to specify vinyl flooring for AS 4586

Vinyl flooring — SPC and LVT — can be supplied with surface textures that achieve different P classes, but the achievable class depends on the specific décor and surface finish, not the core. A heavily textured wood-grain emboss will test differently from a smooth stone-look tile. That is why a credible slip claim is always tied to a specific product and a test report, not a blanket statement about “SPC”.

The right way to specify

Confirm the required class with the architect or certifier for each area first, then match the product and request the evidence. A defensible specification reads, for example: “rigid-core SPC, surface finish to achieve AS 4586 wet pendulum P3 for general areas / P4 for wet areas, supported by third-party test report for the specified décor.” That ties the requirement to the area, the product and the evidence.

AS 4586 and flooring — questions specifiers ask

What AS 4586 slip class does vinyl flooring need in Australia?
It depends on the area. General internal pedestrian areas — offices, corridors, living spaces — typically require P3 (wet pendulum). Wet internal areas such as bathrooms and commercial kitchens typically require P4, with R ratings (often R12) added where oil or grease is present. High-risk wet areas, ramps and external walkways require P5. The class is set by the project and HB 198:2014 guidance, so confirm the requirement with the architect or certifier before ordering.
What is the difference between a P rating and an R rating?
They come from different tests and are not interchangeable. The P rating (P0–P5) is from the wet pendulum test — a slider striking a water-flooded surface — and is the most common requirement for pedestrian flooring; it can be tested in-situ or in a lab. The R rating (R9–R13) is from the oil-wet inclining ramp test, done in a laboratory, and is used for oily or greasy environments such as commercial kitchens. A specification may call for both: a P class for general wet performance and an R class where contamination is present.
Is AS 4586 the same as AS 4663?
No — they apply at different stages. AS 4586 classifies the slip resistance of new pedestrian surface materials at the specification stage, which is the figure quoted on a product. AS 4663 covers measuring the slip resistance of existing, installed surfaces on site. A floor’s in-service performance changes with wear, cleaning and contamination, so an AS 4663 result on an old floor can differ from the AS 4586 class of the new product. For importing and specifying, AS 4586 is the relevant standard.
Does the NCC make slip resistance mandatory for all floors?
No. The NCC’s mandatory slip-resistance requirements are limited to stairway treads, nosings, landings and ramps.
