Is there customs duty on vinyl flooring imported into Singapore?
No. Singapore Customs lists four dutiable categories: intoxicating liquors, tobacco products, motor vehicles, and petroleum products and biodiesel blends. Flooring is not among them, so GST is the tax paid at import. The current rate is 9 % (IRAS), charged on the customs value, or the last selling price where it applies, not on the FOB invoice value alone. Your declaring agent confirms the valuation basis and the HS code, with subheading 3918.10 as the starting reference.
Who takes out the import permit?
The importer, which needs a UEN and an activated Customs account, or a declaring agent it appoints. The permit is applied for through TradeNet. We issue the commercial invoice and packing list for each shipment; quantities, weights and descriptions on them should match the bill of lading.
Can vinyl go in exit staircases and exit passageways?
Do not specify our vinyl flooring for an exit staircase or exit passageway on the basis of Bfl-s1 alone. SCDF Fire Code clause 3.13.4 requires non-combustible finishes there, or Class 0 finishes where the building is sprinkler-protected. Our EN 13501-1 report does not establish a BS 476 Class 0 classification. Ask the project’s Qualified Person (QP) to confirm the requirement and the evidence before specifying the product.
Can the floor go into an HDB flat over existing tiles?
HDB renovation conditions depend on the room and on whether the work overlays, removes or replaces existing finishes. Have the renovation contractor check the current HDB requirements, the permitted floor build-up and any approval or waterproofing restrictions for the flat. Confirm floating click installation separately before ordering. Condo renovations follow the MCST by-laws.
Where do subfloor checks for vinyl come from?
BCA’s Good Industry Practices for Vinyl Flooring gives guidance on substrate moisture, flatness, acclimatisation and expansion gaps. Confirm the test method and acceptance limits for the selected flooring, adhesive and site conditions, and use the SKU installation instructions together with the project specification before installation.
Will the flooring count toward a Green Mark rating?
SGBP-certified products can contribute to applicable Green Mark credits; acceptance depends on the scheme, its version and the project criteria. If the tender asks for SGBP-certified flooring, tell us before we quote. GREENGUARD Gold, the EPD and our test reports are separate evidence, each for the scope it states, and do not earn Green Mark points automatically.

Documents and their scope
For ID firms, contractors and distributors: each report covers only the build that was tested. Before an order we check whether a report matches the SKU, thickness, wear layer, surface and plant, and tell you if it does not cover your build. In Singapore, “vinyl flooring” can mean any of these. Ask every supplier to quote the same construction: core, thickness, wear layer, click system and backing. Thickness, packing and class are set per SKU on the product page and datasheet.
Plank with a rigid core of mineral material and PVC, a décor film and a wear layer. For condo and HDB renovation ranges, offices and shops.
Flexible vinyl core with a fibreglass layer and a click joint on four edges, laid floating. Bare back, no attached underlay.
Thin flexible vinyl glued to a level substrate. For hotels, shops and offices with heavy traffic, and for herringbone.
SPC core in a tile format with stone, marble or terrazzo designs, for lobbies, offices and shops where the Fire Code area allows.
Heavy flexible vinyl laid without a click joint, so planks can be lifted and replaced. Whether a tackifier or pressure-sensitive adhesive is needed depends on the product, area, traffic and installation requirements.

On site: a floating floor needs a flat, dry, firm substrate; glue-down needs a level surface fit for the adhesive. Acclimatisation, moisture limits and expansion gaps follow the SKU installation instructions and the project specification. A rigid core does not correct an uneven or damp slab.
