Vietnam classifies rigid SPC vinyl flooring under HS 39181090, an 8-digit national line extended from the WCO 6-digit heading 3918.10. Declarations are filed through VNACCS/VCIS, and the correct sub-heading determines whether the ACFTA preferential rate applies.
Goods of Chinese origin shipped to Vietnam can claim the ASEAN–China Free Trade Area preferential tariff with a valid Certificate of Origin Form E. Without a correctly issued Form E the standard MFN rate applies, so the document must match the invoice and HS line exactly.
