2026 tariff reality — read this before you quote a project
Tariff status reviewed 24 August 2026: the White House proclamation imposed a temporary 10% Section 122 surcharge from 24 February through 24 July 2026 unless extended by an Act of Congress. We found no official extension in the sources reviewed for this revision, so the 10% surcharge must not be described here as currently applicable. China-origin vinyl flooring may still be subject to the ordinary HTS duty and a Section 301 duty, but the exact rate depends on the product’s current 8- or 10-digit HTS classification, entry date, exclusions, and other measures. For rigid solid-polymer-core vinyl tile, the current HTS schedule includes a more specific statistical line under 3918.10.10; flexible LVT and other constructions may require a different line. Use the current USITC HTS and USTR Section 301 search, then have the importer’s licensed customs broker confirm the entry before a purchase decision. Commercial flooring containers should be planned as formal entries; de minimis treatment is not a sound B2B container-cost strategy.

The final loadable area depends on the exact finished construction, kilograms per square meter, carton and pallet plan, container payload, route, and inland axle limits. Product price, freight, duty, and local charges must all carry a quote date and source. The importer and customs broker confirm the final classification, entered value, and duty before order approval.

For a US buyer, tariff status is one decision input alongside specification accuracy, click-system authorization, certificate scope, container payload, and delivery schedule. FloorScore is a voluntary hard-surface flooring VOC certification based on the California CDPH Standard Method and may help document low-emitting-material requirements in programs such as LEED. CARB ATCM Phase 2 is not CDPH Section 01350: CARB Phase 2 and EPA TSCA Title VI regulate specified composite-wood panels and finished goods containing them. A PVC/limestone SPC construction without regulated hardwood plywood, MDF, or particleboard is generally outside that composite-wood product scope, while a backing or component containing regulated composite wood would need separate review. GREENGUARD Gold may support school, healthcare, WELL, or other project specifications, but it is not automatically required for every project. How a project-scale US SPC order
can be planned and checked.
This planning model starts with a US distributor requirement of 222,700 sqft (approximately 20,690 sqm) for a residential community. A phased program may use multiple 20ft containers so quantities, décor lots, site releases, and inland payload limits remain controlled. The example is not presented as proof of a completed Ecoflors delivery. Final carton, pallet, container, shipment-window, and documentation details must be calculated for the confirmed product and recorded in the order packing plan.
SPC Click is the primary product for this US B2B page. Approved priority constructions include 4mm SPC core with 0.3mm wear layer and UNILIN click, plus 5mm SPC core with 0.55mm wear layer and UNILIN click. A 5mm SPC core plus 1.5mm IXPE backing is 6.5mm finished total thickness. The 9 × 60 in (228.6 × 1524mm) plank with 1.5mm IXPE is a priority US option. If a buyer asks for “20mil,” confirm whether the specification requires exactly 0.50mm or accepts 0.55mm (about 22mil). Wood, EIR, stone, and other décor or texture options are confirmed by sample and SKU. Any acoustic claim must cite the tested assembly, not backing thickness alone. LVT Dryback is the secondary product on this page for commercial retail and hospitality fit-out and for healthcare or clinic projects with project-specific VOC, cleaning, slip, and maintenance requirements. Available wear-layer options include 0.3, 0.5, 0.55, and 0.7mm; a 3mm / 0.7mm construction may be considered for an ASTM F1700 Class IV request only when the matching report confirms that exact product. Glue-down LVT can deliver more square meters per container than thicker SPC, but the load must be calculated from the actual kg/m² and packing plan. GREENGUARD Gold or FloorScore may support a specification; neither is automatically required for every healthcare or commercial project.
Multi-family and BTR buyers often request rigid-core planks that can be installed as a floating floor, but there is no single universal US project specification. A strong RFQ starting point is 5mm SPC core, 0.55mm / about 22mil wear layer, EIR wood look, and a 9 × 60 in plank option. If the project asks for 20mil, confirm the exact 0.50mm requirement. Hotel and hospitality RFQs should separate guest-room, corridor, lobby, back-of-house, cleaning, rolling-load, slip, and acoustic requirements. A thicker wear layer or a 6.5mm finished SPC construction may be considered, but no thickness by itself guarantees a service life or suitability for luggage and housekeeping traffic. Stone or terrazzo visuals may fit lobby concepts, while warm wood looks are commonly requested for guest rooms. Confirm the wear layer, surface, bevel, locking system, warranty basis, and project test documents before approval.
Retail and commercial rollouts need repeatable color control, carton labeling, adhesive compatibility, maintenance instructions, and documented performance. A 3mm Dryback LVT with 0.7mm / about 28mil wear layer can be evaluated against an ASTM F1700 Class IV request only when the matching construction report supports that claim. Glue-down LVT may improve container area and installed transitions on large rollouts, but the final cost comparison must include substrate preparation, adhesive, installation, loadable weight, and project phasing.
Three things US importers
get wrong about Chinese SPC in 2026.
These show up in inquiry threads weekly. None will block your import — but each one can quietly add cost, delay, or risk if you’re not aware of it. Worth reading before your first container.
Country of origin is determined by the applicable US origin rules and the actual manufacturing operations, not by a change of carton or shipping route. Repacking or transshipment through another country does not by itself change Chinese origin. Factory-direct documentation can make the material, manufacturing, packing, and shipping trail clearer, but it does not eliminate customs risk or replace the importer’s origin analysis. The importer and broker should review substantial transformation, routing, and supporting records before entry.
FloorScore certification is issued for a defined holder, manufacturing scope, product family, and validity period. A distributor, private-label buyer, or project team should check the current SCS Green Products Guide listing and the certificate addendum for the offered SKU. A certificate from an unrelated product line, expired period, or undisclosed manufacturer cannot be generalized to all Ecoflors SPC and LVT. For private-label use, follow the certification body’s approved private-label process rather than editing or relabeling a supplier certificate.
Two SPC products with the same visible décor can differ in core formulation and density, actual wear-layer thickness, locking profile, dimensional stability, curl, impact performance, backing, bevel, and process control. Density alone does not predict a fixed number of winters or guarantee that joints will not gap. Ask for the exact construction, an ISO 1183 density result when density is part of the specification, EN ISO 23999 dimensional-stability evidence, locking-system authorization, and lot-level inspection records. Match each report to the ordered thickness, backing, dimensions, installation, and product identification.

Our default export term is FOB Shanghai. Ningbo, Qingdao, Shenzhen, or another port may be coordinated when the buyer’s consolidation plan, carrier service, or order routing requires it. Long Beach / Los Angeles, Savannah, New York–New Jersey, and Houston can all be evaluated as US entry ports. Ocean transit and total door-to-door time are not fixed page specifications: they depend on origin port, carrier, service string, transshipment, cutoff, congestion, customs, chassis, drayage, and inland delivery. Use a dated forwarder quotation for the actual shipment.
Container choice matters for cost per square meter, but dense flooring is often payload-limited before it is volume-limited. Do not reuse a generic 2,400 sqm SPC or 5,100 sqm LVT figure across different thicknesses. The load plan must use the exact kg/m², pieces per carton, carton gross weight, pallet plan, container payload, verified gross mass, chassis and inland route.
