Importing Vinyl Flooring from China to Canada — The 2026 Guide
Importing SPC and LVT flooring into Canada involves layers that do not exist in the EU or US: CBSA classification under HS 3918.10, GST/HST that varies by destination province, CP/CN intermodal rail weight limits, and certification expectations from Canadian specifiers. HS code — get it right before CBSA does
Incorrect classification is the most common and most expensive mistake in flooring imports to Canada. The Canada Border Services Agency (CBSA) classifies vinyl flooring under Chapter 39 of the Customs Tariff, and for PVC floor coverings the relevant heading is 3918.10 — “floor coverings of plastics, whether or not self-adhesive, in rolls or in the form of tiles.” This covers both rigid-core SPC and flexible Dryback, click and loose lay; the installation method does not change the heading.
What does vary is the full ten-digit classification and the applicable duty. China has no free-trade agreement with Canada, so the Most-Favoured-Nation (MFN) rate applies — for HS 3918.10 this has been around 6.5%, but rates and statistical suffixes change, so confirm the exact ten-digit code and current duty on the Canada Tariff Finder (or with your customs broker) before you commit a price.
Why landed cost changes with the destination province
Canada’s tax system creates a complexity that does not exist in the US or EU: the total tax on an imported product depends on the destination province. Federal GST (5%) is universal, but provinces either add a separate PST/RST/QST or fold it into a single HST. For an importer supplying several provinces, the landed cost per m² differs even for identical product in the same container. Current 2026 rates:

The CP/CN rail weight limit most importers find out too late
For most Canadian importers the container journey does not end at the port. Demand concentrates in Ontario, Quebec and the Prairies — hundreds or thousands of kilometres inland from Vancouver. Containers landing at Vancouver typically move by CP or CN intermodal rail to Toronto, Calgary, Edmonton or Montreal, and that introduces a constraint port-to-door EU deliveries never see: CP and CN cap net cargo at roughly 21,500 kg (about 47,400 lb) per 20ft container on intermodal service — below the ISO container’s theoretical payload. Exceeding it triggers transload penalties that wipe out the saving from a heavy load.

Weights are approximate and vary by core density and décor; treat the load figures as illustrative and confirm against the actual TDS and a loading calculation before shipping. A 40ft container of heavy SPC reaches the intermodal weight cap at a fraction of its volume — paying 40ft freight for part-filled utilisation, which is why 20ft is usually the right call for 6mm+.
Vancouver vs Halifax — choosing the right gateway
Most suppliers default to Vancouver for China-origin shipments, and for Western Canada that is correct. But for Ontario, Quebec and Atlantic Canada, Halifax can deliver a lower total landed cost despite a longer ocean leg, because the inland rail distance is far shorter. The right answer depends entirely on the inland destination.

What Canadian specifiers actually look for
Canada has no single mandatory national flooring certification equivalent to the EU’s CE EN 14041. None of the marks below is required by CBSA for clearance — but several are effectively required by architects, developers and institutional buyers through specification.
FloorScore — the LEED Canada v4 indoor-air-quality mark
FloorScore is the primary IAQ certification for flooring in Canada. LEED v4 (adopted by the Canada Green Building Council) credits low-emitting materials, and FloorScore is an accepted route for resilient flooring. Any flooring specified for a LEED project — a large share of commercial, multi-residential and institutional work — is expected to carry it. GREENGUARD Gold — schools and healthcare
For Canadian school boards, hospitals and government buildings, GREENGUARD Gold (UL) is increasingly specified — it applies stricter VOC limits than FloorScore, for environments where children and patients spend time. Formaldehyde — no added formaldehyde (CARB Phase 2)
Some Canadian provincial specifications and institutional frameworks reference the California CARB Phase 2 formaldehyde standard. CARB Phase 2 governs formaldehyde in composite wood; vinyl flooring contains no added formaldehyde, so it meets that intent. We provide a declaration to that effect per shipment rather than implying a composite-wood certificate that does not apply to vinyl.
