2026 tariff reality — read this before you quote a project
Vinyl flooring under HTS 3918.10 from China carries multiple tariff layers in 2026. Section 301 List 3 (effective since 2018, increased to 25% in May 2019) applies on top of the base MFN duty. A 10% Section 122 baseline tariff (effective February 2026) stacks on top of Section 301. The de minimis threshold for China-origin goods effectively ended in May 2025 — even small shipments now require formal entry with full duty payment. Cumulative tariff stacks on Chinese imports can exceed 100% on some product categories. We don’t quote landed prices that pretend tariffs don’t exist. For US distributors and developers buying 800 sqm or more per SKU, that’s typically 15–25% lower than the same product reaching you through Hong Kong, Singapore, or Vietnam intermediaries claiming to be the source.
The US SPC and LVT market is concentrated in three project types: multi-family housing (apartments, condos, BTR communities); commercial fit-out (retail, healthcare clinics, hospitality); and residential renovation through regional distributor networks. SPC Click is dominant in the first two; LVT Dryback gets specified for high-traffic commercial where Class IV/heavy commercial wear is required.
The single biggest 2026 issue for US buyers sourcing from China is tariff predictability. FloorScore SCS-FS-05154 is the most-requested IAQ certification for LEED v4 commercial projects in the US. What a 10-container US SPC order
actually looks like.
A US distributor specifying 222,700 sqft (≈20,690 sqm) for a residential community development. The full order ran across 10 × 20ft containers, shipped from Ningbo over a six-week window to match the contractor’s installation phasing. The customer identity is private, but the spec, the container plan, and the documentation pack are the same on every order this size — and the numbers below are what we’ll quote you against.
SPC Click is the workhorse spec for US multi-family housing and apartment renovation. The 1.95–2.05 g/cm³ core handles HVAC temperature cycling that breaks softer LVP at the joints. 20mil wear layer (0.5mm) is the BTR and apartment-grade default; 28mil (0.7mm) for higher-spec hotel and hospitality. Available in 200+ wood, stone, and pattern designs. Underlayment attached on 6mm+ for IIC sound performance.
LVT Dryback shows up in two US project types: commercial retail fit-out (national chain rollouts, mall stores, restaurant chains) and healthcare and clinic floors where GREENGUARD Gold IAQ is required. 3mm with 28mil wear layer reaches ASTM F1700 Class IV — heavy commercial. Container yield is the killer feature: ~5,100 sqm per 20ft container, the lowest cost-per-sqm option for large-area commercial jobs.
The US multi-family market — apartments, BTR (build-to-rent) communities, condos — has standardized on 5mm SPC Click with 20mil wear layer and EIR wood grain. Property managers want the look of hardwood, the durability of vinyl, and the ability to turn a unit between tenants without 24-hour adhesive cure time. Floating click installation enables same-day handover. IIC sound rating from the attached underlayment satisfies most property HOA requirements.
US hotel renovation cycles run 7-10 years. The flooring spec needs to take that abuse without surface degradation. 6mm SPC with 28mil wear layer is the standard call — the thicker wear layer absorbs ten years of luggage wheels, housekeeping carts, and high-heel traffic at lobbies and corridors. Stone and terrazzo designs are increasingly specified for lobbies; warm wood tones for guest rooms.
National chain retail rollouts — restaurant brands, fitness chains, specialty stores — need ASTM F1700 Class IV commercial flooring with documented performance data. 3mm LVT Dryback with 28mil wear layer hits Class IV. Container yield (~5,100 sqm per 20ft) makes it the most cost-efficient option when you’re flooring 20+ stores in a single rollout.
Three things US importers
get wrong about Chinese SPC in 2026.
These show up in inquiry threads weekly. None will block your import — but each one can quietly add cost, delay, or risk if you’re not aware of it. Worth reading before your first container.
CBP enforces substantial transformation rules. If your SPC is manufactured in China and only re-packaged in Vietnam, it’s still China origin — and the Section 301 tariff applies. We’ve seen importers get hit with retroactive duty assessments plus penalties after a CBP audit traced the manufacturing back to China. Buying direct from the actual factory (us) eliminates the risk: country of origin is clearly documented, and your customs broker has no reason to question the entry.
FloorScore certificates are issued to a specific manufacturer for specific product lines. A trading company can’t legitimately put their name on a FloorScore certificate they didn’t pay for. Our certificate (SCS-FS-05154) is verifiable in the SCS Global Services public database under our company name. If your supplier shows you a FloorScore certificate but the database doesn’t list them as the registered holder, that’s a red flag — and a LEED reviewer will catch it during project documentation review.
There are roughly 200 SPC factories in China. The top 10 produce 70% of export volume; the others compete on price by cutting core density and wear layer thickness. 1.80 g/cm³ core vs 2.00 g/cm³ doesn’t look like much on a spec sheet, but on a 200-unit apartment turn-over, the lower-density floor will gap at the joints within 2-3 winters of HVAC cycling. Ask for ISO 1183 density report and EN ISO 23999 stability report from an accredited third-party lab. Price-leader factories often can’t produce these.

Container choice matters for your cost per sqm. 5mm SPC at 9.8 kg/m² loads ~2,400 sqm in a 20ft within US road weight limits. For LVT Dryback at 4mm thickness, container yield jumps to ~5,100 sqm per 20ft — significantly lower cost per sqm for large commercial orders.
